为全面落实上级关于扎实开展“开工第一课”及做好复工复产安全防范工作通知要求，2月18日，公司作为矿业企业组织开展“开工第一课”安全生产工作。集团党委委员、副总经理，公司董事长牛磊参加会议并讲话。

会上，公司总经理李振川分别从近期社会层面安全生产事故情况、典型矿山事故教训及相关法律责任等三个方面，围绕“开工第一课”主题进行了安全培训。

At the meeting, Li Zhenchuan, the general manager of Yulong Gold, conducted safety training around the theme of "First Lesson for Work Start-up" from three aspects: recent social work safety accidents, typical mine accident lessons and related legal responsibilities.

会议强调，要坚决贯彻落实习近平总书记关于安全生产的重要指示批示精神，牢固树立安全生产红线意识和底线思维。具体做好以下工作：一是健全各矿山风险等级管控机制，通过建立“明白卡”明确每名员工的岗位风险并掌握相应的防控措施；二是加强各矿山高危风险作业管理，尤其是在动火和爆破等高风险作业管理方面要有明确的安全措施和应急预案；三是高度重视露天矿山重大灾害超前治理，重点关注边坡及矿山表层剥离作业面，要按照监管要求提前监测并进行稳定性的分析评价；四是规范各矿山外包队伍管理，重点加强对外包队伍的资质审核并杜绝资质挂靠现象，条件具备时建立自己的采掘队伍；五是针对各矿山不同灾害要做好应急演练，让员工熟练使用救灾器械设备，提前熟悉避灾路线。通过以上措施，坚决杜绝安全事故发生，确保各个矿山全年安全生产。

The meeting stressed that it is necessary to resolutely implement the spirit of the important instructions of the General Secretary on safety production and firmly establish the red line awareness and bottom line awareness of safety production. The company should specifically do the following work: First, improve the risk level control mechanism of each mine, clarify the post risk of each employee and master the corresponding prevention and control measures by establishing an "Understanding Card"; The second is to strengthen the management of high-risk operations in various mines, especially in the management of high-risk operations such as hot work and blasting, there must be clear safety measures and emergency plans; Third, attach great importance to the advanced management of major disasters in open-pit mines, focus on the side slopes and mine topsoil stripping operations. In the meanwhile, monitor in advance and evaluate the stability according to regulatory requirements; Fourth, standardize the management of outsourcing teams in various mines, focus on strengthening the qualification review of outsourcing teams and put an end to the phenomenon of qualification affiliation, as well as establish our own mining teams when conditions permit; Fifth, emergency drills should be done for different disasters in various mines, so that employees can skillfully use rescue equipment and be familiar with disaster avoidance routes in advance. Through the above measures, we would resolutely put an end to safety accidents and ensure safe production in all mines throughout the year.
