  会议首先传达了集团2024年度安全生产工作会议精神，国内各矿山项目负责人就安全生产情况及下一步工作计划进行了汇报。会上，全体与会人员观看了安全教育警示片，公司总经理李振川与班子成员签订了《安全生产责任书》，针对主体责任履行情况进行了点评并对下一步安全生产工作进行了详细部署。

The meeting first conveyed the spirit of the Group's 2024 annual safety production working conference, and the leaders of domestic mine projects reported on the situation of safety production and the next work plan. At the conference, all the participants watched the safety education warning film. Li Zhenchuan, the general manager of Yulong Gold, signed the Responsibility Letter for Production Safety with members of leading group, commented on the performance of the main responsibilities and made detailed arrangements for the next work of safety production.

  会议指出，安全工作只有起点，没有终点，事故防控要采取硬措施，管住“人、机、环、管”等关键环节，全面有效防控各类事故。会议要求，要切实履行好安全生产主体责任，抓好各项安全措施的落实，一是要着力推动安全管理向主动防控转型。各矿山要加强隐患排查，将隐患视为事故对待，严防各类事故发生，尤其是对反复出现的问题，必须由主要负责人亲自组织整改。二是要扎实开展安全生产治本攻坚三年行动各项工作。钒矿、硅石矿全力提升矿山灾害治理能力，因地制宜推进智慧矿山建设，逐步建立风险监测预警系统，实现矿山主要安全风险监测预警全覆盖。三是要坚持问题为导向，认清当前安全生产形势的严峻性和复杂性。钒矿项目需要加强对软弱地层的超前支护，硅石矿项目要严格控制采掘面台阶高度。四是要紧盯重点环节保障生产安全。钒矿项目需要常态化推进顶板安全管理，硅石矿项目需要加强边坡日常检查。五是要实施精准化培训，提升全员安全素养，针对特殊作业开展岗位安全教育，杜绝员工习惯性违章。六是要坚持一岗双责履行安全职责，确保安全工作同心同向、齐抓共管。矿山主要负责人需带头执行领导带班制度，各矿山需严格执行全员安全生产岗位责任制，切实履行主体责任。通过以上工作，确保全年安全生产无事故。

The meeting pointed out that safety work has only a starting point, but no end point. Forceful measures should be taken to prevent and control accidents, and key links such as "people, machines, environment and management" should be controlled to comprehensively and effectively prevent all kinds of accidents. The conference demanded that we should earnestly fulfill the main responsibility of safety production and implement various safety measures. First, we are supposed to focus on promoting the transformation of safety management to active prevention and control. All mines should strengthen the investigation of hidden dangers, treat them as accidents, so as to prevent all kinds of accidents, especially the recurring problems, which must be personally organized to rectify by the principal responsible person. Second, it is necessary to carry out the three-year drive to address the root causes of workplace accidents and ensure production safety. Vanadium Mine Project and Silica Mine Project should make every effort to improve the ability of mine disaster control, accelerate the construction of smart mines according to local conditions, and gradually establish a risk monitoring and early warning system to achieve full coverage of major mine safety risks. Third, we must adhere to the problem-oriented, and recognize the seriousness and complexity of the current safety production situation. Vanadium Mine Project needs to strengthen the advanced support of weak geological layer, and Silica Mine Project needs to strictly control the bench height of mining face. Fourth, we should pay close attention to key links in order to ensure production safety. Vanadium Mine Project needs to normalize roof safety management, and Silica Mine Project needs to strengthen daily inspection of slopes. Fifth, it is essential to implement precise training, improve the safety literacy of all employees, carry out post safety education for special operations, and put an end to employees' habitual violations. Sixth, it is necessary to adhere to the principal of Dual Responsibilities for One Position to perform safety duties and ensure that safety work is in the same direction and joint management. The main person in charge of the mine is supposed to take the lead in implementing the leadership shift system, and all mines need to strictly execute the post responsibility system for safety production of all employees and earnestly fulfill the main responsibility. Through the above work, Yulong Gold ensures safety production without accidents throughout the year.
